Grounds that work against Horizon Parking
The signs were inadequate
A charge on private land depends on a contract formed by adequate notice of the terms. If the signs were too high, too small, obscured by foliage or unlit at night, no contract was formed and no charge arises.
Notice to Keeper timing
Schedule 4 of the Protection of Freedoms Act 2012 sets strict deadlines. Where no ticket was put on the windscreen, the Notice to Keeper must arrive within 14 days. Miss that and keeper liability fails entirely.
Two visits read as one stay
Entry and exit cameras with no mid-site detection routinely merge two separate visits into one long one. Ask for every timestamped image from that day, not a selected pair.

The Code of Practice requires a grace period at the end of a parking period, plus reasonable time on arrival to read the signs and decide whether to accept the terms.
No landowner authority
Horizon Parking must be able to produce unredacted written authority from the landowner covering the date and the specific charges. A contract with a managing agent is not enough.
