Worth knowing
Do not use PO Box 565 Chorley. That address is years out of date but still circulates on template sites. Their registered office at 40 Eaton Avenue, Chorley is not an appeals address either.

How the ParkingEye appeal process works

Appeal to ParkingEye first
You must give them the chance to cancel before anyone else will look at it. Do this within 28 days, in writing, with your evidence attached.

They accept or reject
If they reject, they must issue a verification code for POPLA. If they refuse to give you one, that is itself worth raising with the BPA.

Escalate to POPLA
Free for motorists. The adjudicator is independent and the decision binds ParkingEye, though not you.
Grounds that work against ParkingEye
The signs were inadequate
A charge on private land depends on a contract formed by adequate notice of the terms. If the signs were too high, too small, obscured by foliage or unlit at night, no contract was formed and no charge arises.
Notice to Keeper timing
Schedule 4 of the Protection of Freedoms Act 2012 sets strict deadlines. Where no ticket was put on the windscreen, the Notice to Keeper must arrive within 14 days. Miss that and keeper liability fails entirely.
Two visits read as one stay
Entry and exit cameras with no mid-site detection routinely merge two separate visits into one long one. Ask for every timestamped image from that day, not a selected pair.
A few minutes over
The Code of Practice requires a grace period at the end of a parking period, plus reasonable time on arrival to read the signs and decide whether to accept the terms.
No landowner authority
ParkingEye must be able to produce unredacted written authority from the landowner covering the date and the specific charges. A contract with a managing agent is not enough.

How do I appeal a ParkingEye parking charge?
Appeal in writing within 28 days of the date on the notice. The quickest route is their online portal at https://portal.parkingeye.co.uk. Include the reference number, your vehicle registration and all your evidence up front. ParkingEye will not cancel a charge over the telephone, so keep everything in writing and dated.
Is a ParkingEye parking charge a fine?
No. ParkingEye is a private company, not a council. Their Parking Charge Notice is an invoice for an alleged breach of contract, not a statutory penalty. That distinction matters, because a contract only exists if the terms were adequately communicated by the signs at the site.
What happens if ParkingEye rejects my appeal?
ParkingEye is a member of the BPA, so a rejected appeal can be escalated to POPLA. They must give you a verification code to do so. The escalation is free for motorists and the decision binds the operator.
What are the strongest grounds against ParkingEye?
