UKPC publishes two different appeal addresses on its own sites: this one, and UKPC, PO Box 1608, High Wycombe, HP12 9FN. Use whichever is printed on your notice. Sources also disagree on whether UKPC is BPA or IPC, which changes the escalation route, so check the notice for whether it names POPLA or the IAS.

You must give them the chance to cancel before anyone else will look at it. Do this within 28 days, in writing, with your evidence attached.

The signs were inadequate
A charge on private land depends on a contract formed by adequate notice of the terms. If the signs were too high, too small, obscured by foliage or unlit at night, no contract was formed and no charge arises.
Notice to Keeper timing
Schedule 4 of the Protection of Freedoms Act 2012 sets strict deadlines. Where no ticket was put on the windscreen, the Notice to Keeper must arrive within 14 days. Miss that and keeper liability fails entirely.
