Ask for the full observation period
Request the officer's contemporaneous notes showing how long they watched the vehicle and what happened during that time. A two-minute observation rarely establishes that no loading was taking place.
Carrying goods inside counts
Loading includes the time taken to carry goods between the vehicle and the premises. The vehicle standing empty for a minute or two does not end the exemption.
Check whether a loading ban applied
Kerb blips indicate a loading restriction. Without them, the loading exemption usually applies to yellow lines.

Can I appeal a parking ticket if loading or unloading goods?
The question is whether the enforcement officer observed the vehicle for long enough, and what they recorded. Their notes are frequently thinner than the penalty implies. Challenging costs nothing, and if the issuer rejects you the escalation to an independent adjudicator is also free.
How long do I have to appeal?
Usually 28 days from the date on the notice, but the deadline that matters is often 14 days. Challenge within that window and most councils keep the 50% discount open for a further 14 days if they reject you. Private operators normally offer a reduced sum for the same period.
What evidence should I send?
A delivery note, invoice or order confirmation for that date. A statement from the premises you were serving. Photographs of the kerb showing whether loading markings were present.
Does it cost anything to appeal?
No. Challenging the issuer is free, and escalating to POPLA, the Independent Appeals Service, the Traffic Penalty Tribunal or London Tribunals is free for motorists. Voidly does not charge you either.
