Grounds that work against code 05
The overstay was within the grace period
A short overrun at the end of a paid period is expected to be tolerated. Councils are not bound by the private sector Code of Practice, but a few minutes over is worth raising as a matter of proportionality.
Payment was made but not matched
App payments routinely fail to attach where a registration was entered with a spacing difference or the session started fractionally late. Attach the confirmation and ask them to search their records against your registration.
The machine was not working
You cannot be penalised for failing to use a payment system the council did not keep in order. Ask for maintenance and fault logs for that date.

What does contravention code 05 mean?
Code 05 means parked after the expiry of paid-for time. It is a parking contravention enforced by a council under the Traffic Management Act 2004, and it appears on your Penalty Charge Notice next to the description of the alleged contravention.
